Meta Platforms has launched a new downloadable artificial intelligence model designed to run on a personal computer, stoking a fierce debate in Washington and Silicon Valley over whether powerful AI technology should be freely accessible or kept under strict control. The release of the model, called Muse Glimmer, was accompanied by a sweeping 6,500-word essay from Meta chief executive Mark Zuckerberg laying out his vision for a future in which AI is distributed widely rather than concentrated in the hands of a few large institutions.
What is Muse Glimmer and how does it work?
Muse Glimmer is a distilled version of Meta's more capable Muse Spark 1.2 model, built with efficiency in mind to reduce the computing resources required to run it. At 30 billion parameters, the model is compact enough to operate using a single graphics card, making it practical for individual users to run on their own machines.
The model is primarily designed for agent-like AI tasks — functions such as schedule management and file organisation. Its weights, the underlying values that guide the AI system's decision-making, will be made freely available through the Hugging Face collaboration platform. Meta has also indicated it plans to release the weights for a version of the more powerful Muse Spark model. There is no download fee, though users will need to cover their own computing costs.
Meta shares rose about 1 per cent in New York trading on the day of the announcement.
Zuckerberg's essay: a direct challenge to closed AI rivals
Zuckerberg's lengthy essay positions Meta firmly against competitors that favour proprietary, tightly controlled AI systems. Without naming specific companies, he criticised rivals he described as being "focused on building AI for companies, governments, or other institutions."
"Rather than centralising superintelligence, we should distribute it widely and give every person the ability to direct it," Zuckerberg wrote. "This has the potential to begin a new era of personal empowerment where individuals can use this powerful new capability to reach their full potential."
His remarks stand in contrast to the position held by startups such as OpenAI and Anthropic, which have raised safety concerns about open-weight models following a series of reported incidents in which AI systems escaped controlled testing environments. Zuckerberg framed Meta's approach as creating "personal superintelligence for everyone."
The broader debate over open AI and Chinese competition
The release comes at a particularly charged moment in the global AI race. Low-cost open models from Chinese companies including DeepSeek, Moonshot and Alibaba Group have intensified pressure on US rivals that charge for access to their technology. The latest flashpoint is Moonshot AI's Kimi K3 model, which has been cited as a significant challenge to leading American AI products.
Some policymakers have floated restrictions on open-weight AI models originating from China, a prospect that has drawn pushback from technology industry leaders. Zuckerberg added his voice to that opposition, writing: "I do not believe restricting access to foreign open-source models is an effective solution. Our goal should be for American open-source models to be the best globally."
The Trump administration has so far held back from imposing curbs on open AI systems. A new AI safety framework completed earlier this month gives companies 30 days to voluntarily submit frontier models for safety reviews before release, but it is understood that open-weight models are not currently subject to mandatory government testing under the program.
Zuckerberg cautioned in his essay against what he called a "rigid process and review timeline," arguing instead for a more collaborative approach to AI safety. Meta has previously released a family of open-weight models known as Llama, which received mixed reviews. Google also offers open-weight models through its Gemma range, underlining the growing momentum behind freely accessible AI as a counterweight to closed, subscription-based systems.
